·       PROF. DR.  EŞREF ADALI

 eşref adalıBorn in Isparta's Eğirdir district on January 5, 1948, Adalı spent his entire education in Istanbul. He graduated from Pertevniyal High School in 1965 and started his education at Istanbul Technical University (ITU) Faculty of Electrical Engineering in the same year. Graduating as a High Engineer from the weak current branch in 1971, Adalı started working as an assistant at the same faculty.

In 1976, he became a doctor, in 1980 an associate professor, and in 1988 a professor at the same faculty. In 2005, due to age restrictions, he retired and is currently a retired faculty member of the ITU Faculty of Computer and Informatics.

In addition to his duties at ITU, Adalı worked as a visiting researcher at Case Western Reserve University (USA) in 1977-1978; as a visiting lecturer at Carleton University (Canada) in 1978-1979; and as a visiting research faculty member at Akron University in 1985. Between 1990 and 1991, Adalı worked on the establishment of the Informatics Group at TUBITAK Marmara Research Center and served as the vice president responsible for the Informatics Group of the Marmara Research Center during this period.

Over the course of his 43 years at ITU, Adalı played a pioneering role in the establishment of the ITU Computer Engineering Department and later the Faculty of Computer and Informatics. He served as the first department chair of the Computer Engineering Department and the founding dean of the Faculty of Computer and Informatics.

Adalı conducts academic studies in two areas: microprocessors and microprocessor-based digital system design. He has two books in this field (Microprocessors and Microcomputers, Microcomputer-based Real-Time Schedulers). His second area of interest is Natural Language Processing. A book on Turkish Natural Language Processing will be published soon. In addition to these two main research areas, he has published two books on Information Ethics and Law, Information Security and Management. Another area of interest for Adalı is the analysis and design of information systems.

During his 43-year academic career, he has supervised twelve doctoral students. Some of these doctoral students work as faculty members at various universities today.

In addition to his academic work, Prof. Dr. Adalı has conducted various R&D projects or has been the executor of some parts of the project. These projects include important defense industry projects such as Long Horizon, Milgem, large-scale projects such as Tofaş CNC, İSKI SCADA, Istanbul Metropolitan Municipality Fire Department, Mernis, Bursa Police Modernization.

Throughout his academic life, Prof. Dr. Adalı has focused on developing university-industry cooperation and has provided consultancy services to public and private sector projects. In this context, Aselsan, İski, Mernis, Bursa Police Directorate are the public institutions he has provided services to. He has provided consultancy to about 15 Teydeb-supported projects for private organizations.

Adalı is a member of the following organizations: IFAC Computer and Manufacturing Tech. Com., Automatic Control Foundation (Founding President), Unix Users Association (Founding President), Turkish Radio Amateurs Society (President between 1965-1970), Turkey Informatics Foundation, and Turkey Informatics Association.

 

·       PROF. DR.  CEVDET AYKANAT

cevdet aykanatDr. Cevdet Aykanat is a Professor of Computer Engineering in Bilkent University, Ankara, Turkey. Prof. Aykanat earned his BS and MS degrees in electrical engineering from the Middle East Technical University, and received his PhD in electrical and computer engineering from Ohio State University, where he was a Fullbright scholar, He worked at the Intel Supercomputer Systems Division, Beaverton, Oregon, as a research associate.

Since 1989, he has been affiliated with the Department of Computer Engineering, Bilkent University. Research interests of Prof. Aykanat mainly include parallel computing (especially for irregular and unstructured applications), parallel scientific computing and its combinatorial aspects, parallel computer graphics applications, parallel data mining, graph and hypergraph partitioning, load balancing, high-performance information retrieval, parallel and distributed databases, grid computing and high performance computing for big data applications“. Prof. Aykanat (co)authored above 100 articles in prestigious SCI journals.

His publications received about 5500 citations in Harzing's Publish or Perish Index and Google Scholar Citation Database. He has an H-index of 38 for all of his citations ( H-index of 24 for his citations since 2015).

Several of his research projects have been funded by TUBITAK (The Scientific and Technological Research Council of Turkey), Intel SSD and European Commission (ITDCFP6FP7). Prof. Aykanat has been the principal investigator of 6 TUBITAK projects, investigator of 2 TUBITAK projects, principal investigator of one Intel-SSD project, general co-ordinator of a 2.5-year EC-funded ITDC project, and principal investigator of Bilkent University in the EC-funded SEE-GRIDSEE-GRID2PRACE-1IPPRACE-2IPPRACE-3IPPRACE-4IPPRACE-5IP and PRACE-6IP projects.

Prof. Aykanat is the recipient of the 1996 Investigator Award of TUBITAK and 2007 Science Award of METU Parlar foundation. He was appointed as a member of the IFIP Working Group 10.3 (Concurrent System Technology) in April 2004 and as a member of the EU-INTAS Council of Scientists in June 2005. He has participated in the expert panels of The Research Council of Norway for the research program eVITA- eScience. Prof. Aykanat has served as an Associate Editor of IEEE Transactions of Parallel and Distributed Systems (2008-2013). Prof. Aykanat has been an Associate Provost of Bilkent University since 2010.

 

·       PROF. DR.  BUYURMAN BAYKAL

Prof. Dr. Buyurman Baykal graduated from TED Ankara College in 1986. He received his bachelor's degree in Electrical and Electronics Engineering from Middle East Technical University (METU) in 1990, and his master's and doctoral degrees from Imperial College London, Department of Electrical and Electronic Engineering, in 1992 and 1995, respectively. Between 1997 and 1999, he played a pioneering and active role as the vice chair of the Department of Electrical and Electronic Engineering at Başkent University, where he also served as an assistant professor.

He has been serving as an Associate Professor since 1999 and as a Professor in the Department of Electrical and Electronic Engineering at METU since 2004. He has a keen interest in management sciences and, through his assignment at METU Technopark, served as the Program Manager, Director, and Deputy General Manager at Havelsan between 2004 and 2011, overseeing defense industry projects for the Navy and Air Force.

His research interests include signal processing and applications, computer networks, and machine learning. He has publications and citations in prestigious SCI journals such as IEEE Transactions on Signal Processing, IEEE Communications Magazine, IEEE Transactions on Aerospace and Electronic Systems, IEEE Transactions on Circuits and Systems, Neural Networks, Neurocomputing, Computer Networks, Wireless Networks, Digital Signal Processing, and Radio Science. Additionally, he has served as an editor for journals such as the International Journal of Mobile Network Design and Innovation (Inderscience Publishers) and Computer Networks (Elsevier Science), and has been a member of the technical and organizational committees of numerous conferences.

With industrial experience in model-based systems engineering, software engineering, software/system product lines, electronic system design, C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) systems, strategic management, knowledge management, and continuous improvement, he has managed projects totaling billions of dollars. Experienced in university-industry collaboration, he has developed and managed R&D projects with companies such as ASELSAN, ROKETSAN, NETAŞ, ESEN SI, PROFEN, MİLSOFT, ARÇELİK, and WAT Motor. He holds national and international patents obtained from researches conducted at METU.

 

·       PROF. DR. ALİ YAZICI:

 ali yazıcıHaving received his Bachelor's (1972) and Master's degrees (1974) from the Department of Mathematics at METU, Dr. Yazıcı completed his doctoral studies in Parallel Computing at the University of Waterloo's Department of Computer Science in Canada in 1983.

Prof. Dr. Yazıcı's research and interests include Big Data, Parallel and Distributed Computing, Database Systems, Symbolic Computation, Programming Languages, and e-Topics. Throughout his academic career, Dr. Yazıcı has supervised 34 students' Master's and doctoral theses and has authored approximately 130 scientific articles, papers, and books in his fields of interest. Since 1985, Dr. Yazıcı has been a member of the Turkish Informatics Association (TBD) and is also among the founding members of the Turkish Informatics Foundation (TBV). Currently, Prof. Dr. Yazıcı serves as a faculty member and Department Chair of Software Engineering at Atılım University.

 

·       ERTUĞRUL BARAK:

He was born in Gelibolu in 1976. Due to his father's profession, he completed his primary, middle, and high school education in various state schools in Anatolia. In 1998, he obtained his Bachelor's degree in Computer Engineering from METU, and in 2022, he received his master's degrees.

In 1998, he started working as a software engineer at Aselsan and worked as a software engineer on various command control projects until 2008. From 2008 to 2014, he served as the Software Team Leader for Fire Support Systems Projects. In 2014, he was appointed as the Command Control Software Manager and held this position until 2021. In 2021, he was appointed as the Command Control Product Line Design Manager, a position he still holds. Ertuğrul Barak, who is an expert in Software Architectures, Software Product Lines, and Software Processes, has given speeches and lectures at various conferences and universities on these topics. He is married and a father of two daughters.

 

·       SERKAN CEYLAN:

 serkan ceylanHe was born in Ankara in 1976. He graduated from Hacettepe University Department of Electrical and Electronics Engineering in 1999 and Middle East Technical University Department of Electrical and Electronics Engineering with Master's degrees in 2002. He continues his duty at ASELSAN as a Senior Lead Engineer, a position he started in 1999.

Between 1999 and 2017, he held positions as a Software Engineer and Team Leader in projects of various scales. Since 2017, he has been working as a System Engineer and Technical Manager in software-intensive system projects of different scales. From 2008 to 2020, he served as a Process Manager for Software Development and System Development Processes. His areas of expertise include system and software architectures, system and software design, embedded software development, system and software product lines, and process modeling. He is married and a father of one child.

 

·       HALUK GÖKMEN:

He was born in Gelibolu in 1976. He graduated from the Department of Computer Engineering at Middle East Technical University in 1987. He started his Master's studies in the same department and during this period, he worked on the establishment of Vakıfbank's Electronic Banking and x.25 networks. From 1988 onwards, he worked in the telecommunication, data communication, and mobile communication fields at Alcatel Telecom's design centers in Stuttgart, Antwerp, and Sydney for 14 years. Between 2003 and 2007, he managed the Embedded Software Design Group at Vestel Electronics' R&D center. During this time, he managed the company's R&D grant applications and university-industry collaboration studies, and taught Embedded Systems Programming at Ege University Computer Engineering Department.

In 2007, he joined Beko Electronics R&D Izmir office as a Project Manager and Project Office Manager. He conducted R&D Projects, University-Industry collaboration, EU 7th FP, EUREKA Clusters, and TUBITAK project application studies at Beko/Grundig Electronics company. During the same period, he represented the company in EU Technology platforms (NEM, NESSI, and eMobility) and served on the NEM Board of Directors. During this time, he participated in the activities of the Koç Technology Council in R&D, Innovation, and EU Framework Programs groups. He managed the establishment of the first R&D centers authorized by the Ministry of Science, Industry, and Technology (Grundig Electronics) in Istanbul and Izmir. As a member of the Istanbul Information Society Monitoring Group, he made significant contributions to the BIT and Development Book in Istanbul. He prepared the "Research and Innovation" report for the "European Digital Agenda" initiated by the Digital Turkey Platform. He participated as an Industry representative in the establishment of new programs prepared by TUBITAK.

He serves as an evaluator in TUBITAK 1512-Entrepreneurship Staged Support Program ELOTEG and BILTEG projects. In addition, he provides support to entrepreneurs as a business guide within the scope of the 1512 Program. Since 2009, he has been providing consultancy services in R&D and innovation fields and participating as a partner in EU Horizon 2020 projects in the IT field. He has held various roles such as work package leader, knowledge dissemination leader, commercialization leader, and innovation leader in over 100 project applications and around 20 supported projects.

Haluk Gökmen is a founding partner and manager of EGESYS. With 28 years of business experience, he has a wide network of relationships with institutions and individuals in the national and international IT sector. Supported by the call for TUBITAK Capacity Building in Innovation Entrepreneurship Areas with the code 1601 in 2014, he served as manager and mentor in the "PROTEIN Supported R&D Mentor Network" project, and later as manager and trainer in the supported KOBIMEN eAcademy project. He is the manager of the TUBITAK-supported ArGeMentor+ project, which will start in February 2020. Since 2009, he has been providing consultancy services to Arçelik A.Ş. R&D Center and is a member of the TÜSİAD Industry 4.0 Working Group.
